Delaware
- Performance Based Incentive (SREC)
Applicable only to photovoltaics, the amount varies based on market conditions, with an average of $0.31/kWh or $310/MWh. Eligible sectors include: Commercial, Industrial, Residential, Nonprofit, Schools, Local Government, Utility, State Government, Agricultural, and Institutional
- State Rebate Program - Delmarva Power
Applicable to solar hot water and photovoltaics for the following eligible sectors: commercial, industrial, residential, nonprofit, schools, local government, agricultural, and institutional. Photovoltaic installations are eligible for rebates amounting to $0.35-$1.25/W (not to exceed $15,000 for residential and $24,000 for non-residential). Solar Thermal is eligible for up to $5,000 residential, and $10,000
- Utility Rebate Program - Delaware Electric Cooperative
Applicable to solar hot water and photovoltaics for the following eligible sectors: commercial, industrial, residential, nonprofit, schools, local government, agricultural, and institutional. Photovoltaic installations are eligible for rebates amounting to $0.35-$1.25/W (not to exceed $15,000 for residential and $24,000 for non-residential). Solar Thermal is eligible for up to $5,000 residential, and $10,000
- Utility Rebate Program - DEMEC Member Utilities
Applicable to solar hot water and photovoltaics for the following eligible sectors: commercial, industrial, residential, nonprofit, schools, local government, agricultural, institutional. Photovoltaic installations are eligible for 33.3% of installed costs, not to exceed $15,000 for residential and $30,000 for non-residential. Solar Hot Water installations are eligible for 50% of installation costs,( not to exceed $3,000 for residential and $10,000 for non-residential) (these quotes do not reflect Lewes, which follows different guidelines)

Available for all utilities
Maryland
- Performance Based Incentive (SREC)
Applicable to solar hot water and photovoltaics for the following eligible sectors: commercial, industrial, residential, nonprofit, schools, local government, state government, agricultural, institutional. Amount varies based on market conditions with an average of $230-$280/MWh ($0.23- $0.28/kWh). Systems limited to producing 5 SRECs annually.
- Clean Energy Production Personal Tax Credit
Applicable to solar hot water and photovoltaics for the following eleigible sectors: commercial, residential, multi-family residential, and agricultural. No size restriction, initial credit certificate minimum is $1,000.
- Property Tax Incentive
Incentives vary by participating county; available in: Anne Arundel, Baltimore, Carroll, Harford, Howard, Montgomery, and Prince Georges.
- Clean Energy Grant Program
Incentives available for solar hot water and photovoltaics for the following applicable sectors: commercial, industrial, nonprofit, local government, and residential. Residential installations are eligible for a flat $1000 rebate for photovoltaics, and a flat $500 rebate for solar hot water. All above listed non-residential sectors are eligible for $500/kW (with a maximum of $50,000) for photovoltaics, and 15% of installed costs for solar hot water (with a maximum of $1,000)
- Utility Rebate Program
Utility rebate programs are available for the following utility companies: Baltimore Gas & Electric, Delmarva, FirstEnergy, PEPCO, and SMECO.
- Net Metering
Net metering is available for all utilities in Maryland.
New Jersey
- Performance Based Incentive
Applicable to photovoltaics in the following eligible sectors: commercial, industrial, residential, nonprofit, schools, local government, state government, tribal government, federal government, agricultural, and institutional. Average prices vary between $245-$390/MWh with significant variations for individual trades.
- Solar Energy Sales Tax Exemption
Applicable to solar hot water and photovoltaics for the following eligible sectors: commercial, industrial, residential, general public/consumer. All sales tax(currently at a rate of 7%) is exempt, no maximum.
- Property Tax Exemption
Applicable to solar hot water and photovoltaics for the following eligible sectors: commercial, industrial, and residential for 100% of the value added by a renewable system.
- Net Metering
Net metering is available in New Jersey for investor-owned utilities (electric distribution companies), and electric suppliers.
North Carolina
- Corporate Tax Credit
Applicable to solar hot water and photovoltaics for the following eligible sectors: commercial, industrial, and agricultural for 35% of the installation cost, with a maximum of 2.5 million per installation
- Personal Tax Credit
Applicable to solar hot water and photovoltaics for the following eligible sectors: commercial, residential, and multi-family residential for 35% of the installation cost. Maximum incentive varies by technology and application.
- Property Tax Incentive
Available for solar hot water and photovoltaics in the following eligible sectors: commercial, industrial, residential, and agricultural for 80% of the appraised value.
- Net Metering
Net metering is available for all investor-owned utilities in the following sectors: commercial, residential, industrial, nonprofit, schools, local government, state government, tribal government, federal government, agricultural, and institutional.
South Carolina
- Corporate/ Personal Tax Credit
Applicable to solar hot water and photovoltaics for the following eligible sectors: commercial and residential, and is worth 25% of eligible costs with a maximum in any given tax year of $3,500, or 50% of the taxpayer’s tax liability for the year (whichever is less).
- Performance Based Incentive
Applicable to solar hot water and photovoltaics for the following eligible sectors: commercial, residential, nonprofit, local government, state government, and federal government. Solar RECs are worth $20/MWh and are available to systems which produce a minimum of 35 RECs and no more than 250RECs per year.
- Net Metering – Duke Energy – Progressive Energy – SCE&G
Applicable for photovoltaics in the following eligible sectors: commercial, industrial, residential, nonprofit, schools, local government, state government, tribal government, federal government, agricultural, and institutional. System capacity is limited to 100kW for non-residential; and 20kW for residential.
Pennsylvania
- Performance Based Incentive
Applicable to photovoltaics for the following eligible sectors: commercial, industrial, residential, nonprofit, schools, local government, state government, multi-family residential, agricultural, and institutional. Amount varies based on market conditions but average $120-$170/MWh.
- PA Sunshine Solar Rebate Program
Applicable to solar hot water and photovoltaics for the following eligible sectors: commercial, residential, industrial, low-income residential, and agricultural. Residential systems receive $0.75/W and commercial receive between $0.50-$0.75/W (varies by system size) Learn more about the PA Sunshine Program
- Net Metering
Eligible for solar thermal and photovoltaics for the following sectors: commercial, industrial, residential, nonprofit, schools, local government, state government, federal government, agricultural, and institutional for all investor-owned utilities.
